1. In episode 1, why was such a big deal made over the fact that the
queen was not supposed to reply to the transmissions while she was on
Tatooine when Darth Maul was able to trace them to Tatooine without
their replying. Was Maul using some new technology? Was there a cut
scene where they did reply to the transmission?

2. Why didn't the Jedi just purchase Shmi from Wattoo after they
defeated Maul and Obi-Wan started mentoring Anakin? Surely they had
funds for this - the value was at most one pod-racer. I've heard it
suggested that this was to remove Anakin from Shmi, but Qui-Gon tried
to free Shmi and just happened not to have funds for it at the time,
so that argument fails. Surely the Jedi intentionally failing to free
Shmi dramatically increased the probability of Anakin's turning to the
dark side, and this would have been known even at the onset of
training.

3. Why does Obi-Wan disavow knowledge or ownership of R2 in episode 4? 

A good answer will rely on the original sources and any secondary
sources like deleted scenes, novelizations, or other works, but not on
speculation unless directly supported by the canon. Feel free to ask
on Usenet.

Don't be silly. Episode 4 is an allegory to Wagner's Parsifal. Darth
Vader is Klingsor, Luke Skywalker is Parsifal. Yoda is Guernemanz.
