the number of policemen, the number of police departments, the
structure/relationship of those departments; the number of firemen,
the number of fire departments, the structure/relationships of those
departments; the number of emergency medical services/ambulance
services, personnel and relationships. For example, police dpeartments
in Germany are divided into the 16 states, however, there are
super-state departments, etc. (there are over 17,000 police
departments in the US, as a comparison).
