I am trying to find out if there is an master website which would
index all the websites that exist. Such a website might list, all (or
just about all) the existing websites that are out there on the web.
What I would be looking for would relate to Washington DC websites and
nationally known question and answers boards which have a lot of
traffic.

Stephen,

Give this a try, and let me know if it's the sort of thing you're looking for.

Head to:

http://www.whois.sc/

Click on the tab that says: "Domain Explorer"

In the box that says: "Search Domain Explorer"

enter: [ washingtondc ]

Click on the button that says: "Only Active"

and hit "Search"

You'll get a page with a whole lot of websites (more than 1,600) that
have WashingtonDC in their name.

A separate search on [ washington-dc ] (with the hyphen added) will
return a bunch more.

Is this the sort of tool you needed? Let me know.

There are sites which enable you to look up a domain name, but the
fact that a domain name is registered does not necessarily indicate
that a website exists under that name.

If you are looking for websites of a certain type, you may want to try
the Google Directory.

A second clarification would probably help understand what is meant by
"Washington DC" Websites - The web does not translate to physical
locations very well. Do you mean companies based in Washington that
have web sites? Do you mean dealing with Washington issues? Do you
mean hosted in Washington?

OK, I would think with all the millions of websites there are their
must be somewhere, a directory that list ALL the website that exist.
This is exactly what I am looking for. As in the case above you
always see 4 websites on any answers.google page. (I would suppose for
adversiting purposes) I would think that they must come from
somehwere, if you know what I am talking about. Maybe it's not on the
web but I would think that it must be somewhere. That is exactly what
I am looking for.

In particular my subject is directly related to Washington DC issues, Yes.

Sorry, but I do not believe there is any directory which lists all
websites. Such a directory would have to be updated many times a day,
and would require an immense amount of labor to produce.

As I mentioned above, the Google Directory may be useful in finding
sites related to Washington, DC:
