US Census records are only gathered every 10 years, and those stats
are only good for the day the person fills out the form. States
themselves don't gather such records at all, let alone for the date of
March 4th, 1964. That's an arbitrary date, only meaningful to you, not
a city, county or state. They may collect records, but not DAILY.

The only way I can think of for you to compile the records you want is
to look through all the newspaper archives of every city in Forsyth
County, within 30 days of March 4th, 1964.... Maybe everyone that had
a baby had it in a hospital, and filled out a birth certificate as
required by law, AND reported it to the newspaper. Otherwise, you are
left with the Office of Vital Statistics for the County of Forsyth to
find your reason for asking worthy, and to search their Administrative
Codes to find a reason to spend taxpayers money to compile these
statistics for you.

This didn't even begin to address the bigger question of how many
people were born IN THE UNITED STATES on one selected day, over 41
years ago.

And asking for the names? Not possible, at all.

In other words, unless I am really, really, really wrong, your
question is unanswerable.

PS: I am not really, really, wrong.

I was just looking for a little help-not trying to spend taxpayers
money to compile data for me- not trying to ask an unanswerable
question-- but thank you for the starting point, I'll start with the
local newspaper.

Thanks for your time.
