I am afraid this is lost in pre-internet times : 1st was between 1958 and 1965

- You may have to go to a LIBRARY and ask for proceeding.

Deduced as follows: 1) it is bianual
                     2) Thrird (1963)
as evidenced by following references

2)... Proceedings of the 3rd IQEC, ..Alta Frequenza, 32, 759 (1963).
http://www.ino.it/home/arecchi/papers.html

1) The international counterpart of ACQE is the International Council
on Quantum Electronics (ICQE), which is responsible for organising the
biennial International Quantum Electronics Conference (IQEC) series.
The ACQE has single-vote representation on the ICQE.

SEARCH TERMS: IQEC yyyy , where yyyy=1965, 1967 etc

e.g. 1967
also presented at the 12th IQEC, Munich, June 21-25, 1982

which puts first to 1958 if they did not missed any

For history of those dark ages, you may consult:
OSA [Optical Society of America] at 75: a recent history, 1991.
by Howard, J. N. (John Nelson).
145 pages.
http://libserv.aip.org:81/ipac20/ipac.jsp?uri=full=3100001~!6221~!0&profile=icos

It started as OSA meets, now part of IEEE CLEO series
