According to President Bush's No Child Left Behind program, there are
monies available to fund the tutoring of students in low-performing
schools or school districts.

Operating a tutoring company, I've been looking all over the gov't web
sites for the "how to's" of this program, but have been more than
frustrated by the runaround.

Question: how do I get involved with this federal program?  We have a
good offering and successful record in teaching and tutoring, and want
to grow and help at the same time.

Please supply informative and actionable items to apply for funds /
grants and or other assistance via this program.

Glad to hear you're willing to help on an important issue.

I'm a bit familiar with Dept of Ed programs, and there are (to be very
specific) zillions of them, so there's no real simple answer to your
question.  How to go about requesting funds is very specific to the
individual program(s) you decide you're most interested in.

I'd suggest clicking on the link that reads "By Who May Apply", and
then continuing on through the selection process to see if you can
identify programs that best fit who you are, and what you have to
offer.

For instance, by clicking around a bit, I came across this:

Hi pafalafa,

It looks like you found the same information that I did.  Let's say
then, that in the 2nd link we both found (Who May Apply), I could
consider my firm to be in the "Other Organizations" category (whatever
THAT is?).

How then, would I go about the process of application?

Almost every last real schoolteacher in America is going to vote
Democrat next time, because the 'no child left behind' program is an
underfunded farce.

The Republicans are now into big-government big-spending habits, like
the Democrats, when in power sometimes did.

"No Child Left Behind" is just political rhetoric to cover up bad
legislation, must like the "PATRIOT Act" or the "Defense of Marriage
Act".  Give a bill a nice name and nobody knows it's crap. 
Legislators don't even have time to read the bills they vote on and
are often unfamiliar with what they contain.

Regarding the comments already posted, whether I agree with the
validity or motive of the NCLB program itself is irrelevant.  What IS
relevant is that it looks like there may be an opportunity to help
many who need it.  Our education system is fair, at best, and to the
degree we can help children advance, it can only have good outcomes. 
What goes on in Washington will be a mess, whether Democrat or
Republican, so working on what we CAN is important.

Regarding the funding part of the comment - I agree, in part.  It's
not necessarily underfunded, but the funds that are available are
misdirected.  I shouldn't be asking for this assistance to help by
tutoring; I should be glad that schools get the $$ they need to make
my work obsolete.  They don't, so I do.
