Does the U.S. Census Bureau require county level government to submit
data, and if so what are the quality requirements for the data which
is to be submitted?

The Census Bureau conducts numerous surveys that collect information
directly from local governments -- counties and others.  Surveys focus
on different topics -- number of employees, local finances, school
systems, etc.

There is no one set of forms or requirements that I know of.  Instead,
each survey uses its own form and the form contains instructions for
providing the information.

Would a link to the collection of all government surveys conducted by
the Census Bureau meet your needs?
