The quick and dirty answer to this question is "maybe". Many DVD
players will allow NTSC playback of PAL recorded DVDs, but your
question implies you want to actually re-burn the DVD such that it
would playback in a standard "NTSC only" DVD player, if such a thing
exists anymore.
Searching for "PAL to NTSC DVD" found me the following guide, from the
VideoHelp web site:

It does not appear that there is a "one click conversion" product
available, but the above article describes a process that *may* work
depending on the individual player used to play back the re-burned
DVD:

Assumptions:
This method requires that you have all of the necessary IFO, BUP, and

Judging from the several comments to this article, it is a pretty hit
or miss proposition and is as much dependent upon the DVD player used
to play back the re-burned DVD as anything. It sounds to me like the
player has to be able to decode PAL video based on the opening
sentence that the specified method is "used to make a PAL disc appear
as if it was NTSC or an NTSC disk appear as PAL." Since it does not
actually re-encode the data, the DVD player has to be able to do the
decoding, which pretty much defeats the purpose if the DVD player
already can peform NTSC playback of a PAL encoded DVD.
