For how long after a give flight do Airlines keep ticket records and
passenger lists?

Since 9/11 - probably forever

Interestingly about 12 years ago they used to ditch the data about 72
hours after landing - and I met two 3rd party companies that would
scavenge it.

And sell them back frequent flier info.
