Hi whynot48,

I have sent out some emails with this inquiry and will let you know of
any responses I receive.

Meanwhile, here is some information I was able to find:

"The new law, known as the "The Corporate Responsibility Law" or "The
Sarbanes-Oxley Act of 2002," was signed by President Bush on
Tuesday..."

I'd be happy to provide you with the names and contact information for
the following staff aides in Senator Sarbanes office:


Staff Director, with legislative responsibilities for Banking

Legislative Assistant with responsibility for Finance

These two folks are most likely to have been the key players in
creating the language of the Act, including section 404


In addition, I can also provide the details for Sarbanes':

--Chief of Staff, pretty much the second in command in a Senator's office

--Legislative Director, who keeps track and prepares strategy for all
the Senator's legislative initatives and involvements.

P.S.  I should have mentioned that there is rarely a single person who
writes a section of law.  A staffer may outline what the section
should look like, and that outline then goes to the legislative
drafting specialists who turn the outline into a draft bill.  At any
point in the process, the outline or the draft bill might circulate to
dozens of other offices, each of which has an opportunity to change
the language around, so that the final product involves the work of
many authors.

Still, there is always a key staffer who shepards the whole thing
through the process.

Thanks for getting back to me on this.

A Senator's office is traditionally set-up with a Chief of Staff who
oversees the entire operations of the office, and a legislative staff
who sees to the work of crafting new legislation, and otherwise
tracking issues in particular areas.  This work is headed by an L.D.
-- the Legislative Director -- and each issue area is tracked by an
L.A. -- Legislative Analyst.

For Senator Sarbane's, the key people who would likely have been
involved in the creation of Section 404 of Sarbanes-Oxley are:

Kate Tromble, the L.A. for Finance, and related issues (Labor, Taxes,
Governmental Affairs, etc).  She can be contacted at:

The L.D. is Jonathan Davidson:

In addition, Sarbanes' has an unusual senior-staff position in his
office of "Staff Director", held by Steven Harris, who also has the
issue area of Banking, so it seems likely he was involved in
Sarbanes-Oxley as well.  Harris' phone is listed as 202-224-7391.  No
email is listed, but presumably it follows the same format as the
