Since President Ford?s administration, which secretary of the treasury
or secretary of state developed a philosophy that American workers pay
was being cut to a point where they could no longer purchase the items
they produce.

If anyone said this, it sounds more like something that would come
from a Secreatry of Labor, rather than Treasury or State.

And if it was a Secretary of Labor, my vote would go to Robert Reich.

Are you sure it was a Treasury/State person?

No I am not sure who or title that said it, but he was on Larry King,
George Stephanopoulos and the talk show circuit who wanted to tar and
feather him,
