Here's what I found. The fathers name is Arsenie Popescu (his name as
a monk). When he was a simple man his name was Adrian Popescu.
I found two articles on the Internet speaking about this monk and his
prophesies, but they are both in Romanian.

Both articles appeared in March 2002 and they talk about this
"incident".
I call it incident because I'm very used to this kind of "news".
It seems that this monk, an otherwise distinguished monk, appeared in
a Romanian "Talk-show" sometime around the date of 7 March 2002. It is
a known fact that this particular talk show presents only spectacular
(shocking) news and people. But what is even more common is the fact
that almost every show is basically a scandal in some way.
This is the case here too. I read those two articles that I found, and
based on what I read and on personal experience (I saw the TV show on
more than several occasions) I strongly believe this monk was brought
to television just to mainly to increase the show's rating.
The monk seems to be sincere from what I read (although mentally
disturbed people can seem sincere too), but the fact that he appeared
in this show makes me very suspicious.
The Romanian press (or at least Ziua and Cotidianul) are suspicious
about this incident. Also the Church's representatives put the father
to the wall. The Romanian Church didn't like the scandal that the show
produced.
Anyway, this is a question of belief and personally I got rather
scared when I read your question.
I'll tell you why. These days a rumor was spread in the Romanian press
and there are scientific evidences to sustain it. It seems there are
enough reasons to believe that around 11 or 12 August an earthquake
will take place in the Romanian mountains. Could this be the one that
the father speaks of? Who knows? Then again, in Romania we have a long
history of predicted but never happened earthquakes.
About this monk, I can tell you what I understood from the articles
that I read.
He became a monk when Romania was still under a communist government
(in 1976). This means that he really believes in God, as religion was
a taboo subject back in those days. The official policy was that God
doesn't exist.
Rasputin believed in God too, right? :)
I also found out that the father is 72 years old. He was born on 24
November 1930. ( Perhaps age made him lost his minds? )
He moved up in ranks as follows:
- became a monk (monk="calugar" in Romanian) in the Frasinei Monastery
(Monastery = "manastire" in Romanian) (1976).
- "Diacon" - Cozia Monastery (1978 -1985).
- "Paracliser" and "Ieromonah" - Caldarusani Monastery (1985 - 1996).
- "Ieromonah" si "duhovnic" - Surpatele Monastery (1996 - until now).

It seems that a book appeared. It is called "Apocalipsa Parintelui
Arsenie" and it contains all the prophesies that he made. It was
released on March 12, 18:00, at "Libraria Anticariat I. C. Bratianu a
Fundatiei Culturale Lucretius (from Bd. N. Balcescu nr. 21)."
