If an attack occurs outside of the Green Zone in Baghdad, such as a
major bombing, who responds, and in what order?

Just out of curiosity, why has no one answered this question? It
doesn't seem too challenging, and I believe it's reasonably priced. To
clarify, I would like to know who responds to an insurgent attack
(i.e., Iraqi military, police, emergency response units), in Baghdad
but OUTSIDE the Green Zone. I would like to know who responds
(specifically), and in what order they are likely to arrive on the
scene. I am willing to tip generously for an adequate response by the
end of 10 June. Related questions with even larger tips will be posted
for a great response.
