Do you mean candidates for 2002?  It's quite early for anyone to be an
official candidate for any office (in Santa Barbara or elsewhere) in
2004.

Or do you mean people who actively exploring the possibility of being
candidates in 2004?  Or perhaps people who the local media speculate
might become candidates in 2004?

I don't know if there are any such people, and again it's still early,
but perhaps there is some speculation or (less likely) even active
exploration.
