Your best place to start a search for someone is probably on the internet itself.
Let's say the information you have looks like this:
address:
1234 Main Street
Smallville, CO 80003
phone:
303-555-1212
First, start off with an address search on Google, constructed like this:
[ "1234 main" 80003 ]
The brackets are just there for clarity, but don't include them in
your search. However, you definitely should include the quote marks
as I've shown them. Also, don't bother with 'Street' or 'St'.
If a zip code is not available, then enter the town name and state
abbreviation instead, e.g.
[ "1234 main" smallville co ]
The results of this search will turn up any searchable items on the
internet that include this address. Scan the results page to see
which of the results (if any) are most on target for your needs.
The results page will probably also include a link to a map of the
neighborhood that can provide useful information as well...look for
this up near the top of the page, on the left-hand side.
A similar search can be conducted on the phone number, and I suggest
doing two separate searches:
[ 303-555-1212 ]
and
[ 303 555-1212 ]
The only difference in the two searches is the absence of a dash after
the area code in the second search. This broadens the search to
involve different ways that phone numbers can be formatted. You will
get more results with the second search than with the first, but many
results in the second search will not be relevant -- that's the
trade-off for conducting a broader search.
These searches function as 'reverse lookups'. If the address and/or
phone is a public record (such as a directory listing), then these
searches should be able to pull up the full listing.

.I already tried this way before asked Google . So if you
know another tricks pleas I am looking forward to know them
. I believe that there aren?t many thinks registered in this
adders except electricity , cable TV and internet . What is
the way that I can check who is the owner of the adders ?
It is possible to be the same person that I am looking for
.

All right, let's give the old 'reverse lookup' a try.
Head to this page:
http://directory.superpages.com/wp/reverse.jsp?PI=
and type in the telephone number without any non-numerical characters, like this:
5551212
and see if a listing turns up.
If that works, great. But if it doesn't let me know where you are --
what town and state (but NOT your street address) -- and I'll see what
other options might exist.

I am so sorry but it is doesn?t work . The addres and
person I am looking for are in Chicago zip 60612 . I don?t
mine to let you do it instead of me ,if you like , and of
cores to tip you well ( let me know how) . If this work

First off, please DO NOT post the address or phone information that
you have, as this would violate the "no personal information" policy
at Google Answers.
Similarly, their policy prohibits direct contact between you and I,
other than right here in this forum, so there is no way to send
'private' information.
It's not always possible to track down a person from their phone
number or address...even in this age of the internet!
However, there is one more option that I suggest you try.
The Chicago Public Library (any branch) subscribes to an online
database known as ReferenceUSA, which contains residential listings
for over a hundred million households in the US.
If you have a Chicago library card, you can access this database
yourself over the internet by following the log-in procedures at:
http://piscator2.chipublib.org/ChicagoAuth.asp
HOWEVER, it may make more sense to simply head to the nearest library
and ask a librarian for assistance with using the database.
Reference USA allows look-ups by both address and phone number, so you
should give both a try to see what turns up.
Other than that, I'm not aware of any more options beyond the 'private
investigator' suggestion that was made in the comments, below.
