I need a comparison matrix that compares and contrasts MS Access, MS
SQL Server, DB2, and Oracle.  The matrix needs to be very
comprehensive and in table matrix format.  It needs to compare and
contrast the lastest versions of the databases.  A powerpoint
presentation would also be helpful.

Here is good URL to get started with.  I believe it will help give
most of the info you are looking for with the exception of MS Access. 
It has lot of options for configuring custom DB comparisons.  There
are also more options at the bottom of the page.
