I want to write my own software program. I want to place files in
alphabetical order. With drag and drop ease. With  cross reference
ability.With each file I want to assign a number and location. Then
when completed I want to print. Where do I get the information, step
by step laymans terms.

This all depends on your level of interest and involvement.

If you're interested in long-term involvement in programming, head
down to a local bookstore and look through their computers section for
a book on Visual C++, Java, or Visual Basic programming--three
commonly used and powerful programming "languages."  While these will
be expensive, and the languages will take some time to learn, they're
the most likely to help you achieve the functionality you're looking
for.

If you're just in this for the short term, you may be interested in an
easier-to-learn language.  Languages such as these, however, will make
it more difficult to achieve the functionality you're looking for. 
One extremely easy-to-learn language, QBASIC, can be learned at
qbasic.com.

Also, if you could speak on why you want this software, it would make
it easier to determine which programming language will be most
suitable for your needs.

I think that Visual C++ or Visual Basic would suit your purpose. 

Since you are wanting to use Drop and Drag. With VisualBasic being the
fastest to learn for such a simple project. You should be able to
complete it 7 days learning time. Which will compile an .EXE file that
you can use on multiple PC's.

You can find VB4 5 or 6 cheap on the net. VB4 would do the job, but
VB6 would be useful for future projects.
