I bought a new car and do not have time to go to the DMV in NY for
title and registration process. Do you know anybody or services who
could do that for me?

You need to make a personal appearance to the DMV to register a new vehicle in NY.

Reference:

Proofs of Identity and Date of Birth Required to Apply for a Vehicle
Registration or a Title Certificate

Thanks to myoarin for scrolling down (!), we have an answer:

..."Identification Requirements for a Second Party Registration Application

If a person different from the registrant applies for a registration
at a DMV office, the person who applies must show proof of identity
for both parties.

The only acceptable proof of identity is a NYS photo document (driver
license, learner permit or non-driver photo ID card). There are no
exceptions. If either person does not have a NYS photo document, the
DMV cannot process the application.

The second party can provide either the original or a photocopy of the
photo document of the registrant, but the second party must provide
their original photo document.

The registrant must sign the required forms, not the second party. The
second party can sign forms for the registrant if they have Power of
Attorney.

Example: A wife will go to a DMV office to apply for a vehicle
registration for her husband. The husband must sign all the required
forms before the wife takes the forms to the office. At the office,
the wife must provide an original or a photocopy of the NYS photo
document of the husband. She must also provide her original NYS photo
document...."

Cynthia-ga,
I believe not. At the bottom of that site it gaves the example of a
wife presenting the documentation and discusses "second party
registration".

Amubarah, if you don't have a friend or (fellow) employee who can help you,
the (or a) car dealer would probably be able to help you for a fee.
Maybe in the yellow pages someone dealing in vehicles or servicing
them advertises that do so.

Good luck, Myoarin

Cynthia-ga, my pleasure. That's how we mere commenters get our kicks.* lol
I thought it very strange that the DMV discounts the value of a US
passport as identification, only 4 points vs 6 for a NY driver's
license.

*Of course, I get also some kicks from being too outspoken ...
