Proactive organisations search for suppliers that meet their needs.
Reactive organisations pick and choose between suppliers who actively
seek their custom for those which meet their needs.

A new organisation msut be proactive.  
A very well established organisation will attract potential suppliers
so that it can "react", just choosing the best products or supppliers
that they wish to use.
