My best friend's birthday is coming up, and he's a big fan of the FOX
television series, "24."  I have seen "Palmer for President" bumper
stickers around on cars, supporting the fictional president from
season three. These were somewhat popular during the 2000 election,
but I can't seem to find one now to purchase.

I found some "Arnold Palmer for President" stuff, and I found a
(David) Palmer for President t-shirt on the 24 fan club website. 
However, is there a web store somewhere that sells that bumper
sticker?

I'm sorry it didn't work out. I think it was a hot item during the
presidential election. I think you could still take hagan-ga's
suggestion and make your own bumper sticker as a wonderful birthday
present for your friend. You could probably even make one yourself.
