I need to add to my web site (www.lifeinitaly.com) maps of Italy -
I would like to know how I can use them them with a true royalty free
licence  or where I can buy the usage rights.

Most of the images on US government websites are in the public domain,
and can be used by anyone for any purpose.

If any of them look like they would suit your needs, let me know which

Thanks for your clarifications. Thanks:   The US Government map are
quite useful as a start.  I would like if possible to provide a
service as multimap.com as you suggested.  I am not too fond however
of the small map window  they have on their web site - It is hard to
really use it - I would like to add my web site major routes in Italy
but with a larger window ( more like the Google maps in the US)  - Of
course my small web site cannot compete with major players so all I
need is a couple of  nice street map maybe  1:400.000  and one
1:200.000 for the major tourist routes - and maybe some maps of major
towns ...
