The film was about a man and a woman who meet and fall in love. A
proposal is made but something happens to prevent the marriage. Year
after year they continue to meet and almost get married. Finally, in
their waning years they meet in a park or wooded area and reminisce
about the past and how it might have been but realize it was never
meant to be. I would like to know the title. I saw it in the late
70s or some time in the 80s.

Could it be Same Time Next Year?

http://www.imdb.com/title/tt0078199/
Plot Summary
A man and woman meet by chance at a romantic inn over dinner. Although
both are married to others, they find themselves in the same bed the
next morning questioning how this could have happened. They agree to
meet on the same weekend each year. Originally a stage play, the two
are seen changing, years apart, always in the same room in different
scenes. Each of them always appears on schedule, but as time goes on
each has some personal crisis that the other helps them through, often
without both of them understanding what is going on.

Could you be thinking of an old episode of "Love, American Style"?

"...a Love, American Style episode where Robert and EJ meet every year
next to a tree in a forest (Kinda like the Allan Alda movie) and talk
over their lives."

The episode appears to have been, "Love and the Forever Tree,"
starring Elaine Joyce and Robert Morse.

"Wistful lovers are kept apart for 50 years."

What do you think?

Same Time Next Year is definitely not it.

It appears as though Love and The Forever Tree is indeed correct. Thank you.
