Create a new form using the designer
Press F4 and click Event Tab, look for Timer Interval Set it to 10000
Click on the Form and press F7.
Go to Code View and paste the following
Private Sub Form_Timer()
    Me.Refresh
End Sub

That should refresh your form every 10 seconds.
Timer Interval is set in milliseconds
