In the last five years, what percentage of Army officers who have been
judged by a Grade Determination Board upon retiring have been reduced
in rank when placed on the retirement list. (For instance, General
John Riggs recently.) What were the offenses that did not lead to a
reductions. In other words, what did the board review and decide was
not cause for reduction in rank upon retirement.
