Can a Mexican get a visa to enter the United States if they were
caught and finger printed trying to cross the boarder. Can they Still
enter the US legal?

I don't know US immigrant Law.
But as i read in -

IMMIGRATION AND NATIONALITY ACT Sec. 276. [8 U.S.C. 1326] (a)(2)
enters, attempts to enter, or is at any time found in, the United
States, unless (A) prior to his reembarkation at a place outside the
United States or his application for admission from foreign contiguous
territory, the Attorney General has expressly consented to such
alien's reapplying for admission; or

- Attorney General can apply visa for such an person.
But if A.G. give Visa. Don't know (rather not).
