depending on the size of the city and how old is the document you are
looking for , you should find what you are looking for at the town
hall of the city  and it if it s too old at the "prefecture" of the
department. To reach them, you need to find out if the city has a
website, if it s on the country side, you d better speak french if you
expect an answer or find someone that can send the request for u.

From my experience, you ll get an answer only by snail mail
