How much windier is Scappoose, OR than say, Forest Grove, OR?  If one
is going to park a peddle-powered blimp that cannot be pedaled faster
than 10 MPH, how many fewer days would one be able to take it out and
fly it in Scappoose?

I was all set to answer this question. I got to query the NOAA
historical weather data base (for wind) and when I got close to the
answer for the Hillsboro station, a stone's throw from Forest Grove,
it told me I would owe them 10 dollars.

I didn't find your weather archives for wind in those zip codes(97056
& 97116), but here's some useful data until one is located.

This site is free and has some great graphics.  The Wind Streamlines
offer nice visuals for the whole country.

Using the zip codes for Scapoose and Forest Grove, you can go to this
site and get the information on wind as well as other weather items as
seen below.
Since the weather changes moment to moment, this would be the ideal
spot for you to check wind speeds before venturing in your blimp
vehicle.
At this moment, it looks like Forest Grove is the windiest with Winds:
WNW at 8 knt, while Scapoose, OR registers NNW at 5 knt.
