Please find me an understandable summary of laws regarding animal abuse and neglect pertaining to the following issues. Location: state of Virginia. I've looked at section 3.1-796.66 to 3.1-796.129 of the Code of Virginia and have not found any potential violation of state laws. (If it's a violation, half the rednecks in this state are in violation.) 1. May a person keep a dog outside (with access to adequate shelter and water) and in a basement (well-lit, with frequent interaction with people and either frequent walks outside or the ability to let itself outside through a pet door)? The issue is that the dog would not be kept in the family living room / kitchen area. 2. Aside from any applicable county leash laws, may the dog legally roam unsupervised within the owner's property? (It might violate county leash laws if it left the property, but the property is very large and the owner would not let the dog run free until certain it wouldn't wander far). Notes: 1) I realize that you do not provide legal advice. 2) Please refrain from any comments on whether this is "humane" treatment for a dog. I've already heard them. |
