For the drill it is!
Rechargeble drills have a current max of 24v D.C., most 12 to 18Volt
which is only dangerous during open heart surgery, so go and have a
bath with your drill but not the charger.

theres is no danger from the low voltage electric power, in fact the
drill will run for a while even under water and you won't feel a thing
(unless you drill yorself in the foot).
USA and Canadian Electrical Codes recognize voltages below 24v Ac or
Dc as class II and safe except in (Hospital) operating rooms.

Phone lines have a small voltage so you don't get hurt, drills have a
too small vostage to kill a man, you can do you cordless a bath
without getting hurt...
Pay attenction to the trasformer and the cordless base...
if you pick up the cordless base and put it in water you could getting
hurt becouse the transformer pick up current from the elettric plant.
