Hi, I have a Dell optiplex running win 2000 with an EIZO Flexscan T561
monitor (17").  Lately I have horizontal shadow lines appearing on
screen.  These move with the window when I drag windows around.  The
following has not helped: virus scan with latest Trend Micro updates,
Windows update, unload and reload of drivers from Win update site
(this monitor is 5-6 yrs old but I use Windows power management to
turn it off after 1/2 hour when not in use).  I thought maybe just
time for new, but I have a spare of the exact same monitor (given from
previous job was replacing with flats) and same thing happens. 
Reseated the monitor cable on CPU and back of monitor, still same. 
Cold reboot, same thing.  Went to EIZO site but did not find drivers
for this monitor.  I tried changing refresh rates, color settings . . 
. no dice.  The adaptor is an NVidia Riva TNT2Model 64 integrated
RAMDAC with 8mb memory, adaptor string NV5 bios version 2.05.1704 the
Microsoft driver date is from 9/30/1999.  Nothing new has been loaded
on this computer recently.  SPybot S&D is running and Startup
inspector shows nothing too weird starting up.  My wife likes Roller
coaster tycoon, which is a bit funky w video but has been on this
machine for over 2 years without problems and the problem is with ALL
apps/programs.  Please, not ready to trash this machine.

There is probably nothing wrong with your monitors. The problem is
with your graphics card. The RAMDAC on your card is broken and is
leaking current from previous pixels.
My suggestion is to replace your graphics card with another one.

I concur.  Nearly every Gateway PC that I have here at work had the
exact issue you describe.  Changing the video card fixed the problem.

OK, so it's broken.  But the video is "integrated," doesn't that mean
part of the motherboard?  What kind of card would you recommend and
how do you install it to bypass the on-board?  Then what if it turns
out not to fix the problem, but instead it's a bad motherboard or some
such?  Am I out some $$?  I am a klutz with a screwdriver.  Thanks.
