Where can I buy 100% cotton dress high socks? I need high quality
socks, expect to pay over $15-30/pair. Black color or black with a
barely noticable pattern. Can be 95% cotton, but not less than that.
Need to be high socks - up to the knee.

Serenisocks may work, difficult to tell until they arrive.

Pntherella may not be the answer - the sierratradingpost.com does not
mention percent of cotton. And all of the socks I've looked at on
customshirt1.com say it's only 70%.

Here is another thing that I forgot to mention - socks need to be
fairly thick (but not ribbed), and couple of sites I've looked at make
an impression that Pantherella specializes in thin socks. Thier "pin
dot" and "neat" styles are perfect from the standpoint of the design.

Pantherella does indeed make a 100% cotton over-the-calf variety,
although I agree that the customshirt1 site doesn't make that clear. 
Here is another source:

They appear to be based in the UK, but they advertise "worldwide shipping."
They have chosen to put a yellow sock on the page as the exemplar, but
they do indicate that black is available.
As to the thickness, which wasn't indicated as an initial requirement,
I'm afraid I'm stumped.  None of the sites I've looked at says
anything about the relative thickness of the cotton.

I do hope this meets your needs.  Two other sites:

have 100% cotton over-the-calf men's dress socks, but they do not have
them in black.  Soxxshop has a recently-discontinued line (only a few
left) that includes navy, gray, and brown; Avventura has a 100% cotton
over-the-calf line that includes various colors, none of which is
black.

One other point I forgot to mention:  the Sereni site indicates that
the "brushed cotton" style is warmer than regular cotton, and is
intended as a replacement for wool:
