I heard a song on the radio with the lyrics "I like to swim" sung by a 
Larry Blackmon sounding funk singer. He also mentions "chicken of the
sea" and other aquatic things, but keeps repeating the phrase "I like
to swim." His phrasing is intentionally moronic in an ironic way that
is sheer genius.The vocalists intonation is somewhere between singing
and speaking. He sounds black.

Who did this song? Where can I get it?

By chance, was the music along with it sounding like a demo button on a keyboard?

I wonder if this might have been "Scat Swim," by Sly Stewart (of "Sly
and the Family Stone").

No, it is neither Sly Stewart or Fishbone.
Neither song qualifies as funk.
The lyrics are way off.
