Is pepper spray illegal to carry in any European countries?  Please
list all countries in Europe where it is illegal to carry pepper
spray.

In Scotland, 
The Criminal Law (Consolidation) (Scotland) Act 1995, Section 47 
"Any person who, without lawful authority or reasonable excuse, the
proof whereof shall lie with him/them, has with him/them, in any
public place any offensive weapon shall be guilty of an offence. ...
   Offensive Weapon - Includes any article made or adapted for the use
of causing injury to the person, or intended by the person having it
with them for such use by either themselves or by some other person."
