or you were looking for free downloads, but here are some free
resources I found:
FreeLang is a freeware program for Windows that allows you to
translate English to and from any of 77 languages using wordlists that
are also available for free on their page:

Everest Dictionary is available for free download at
http://www.free-soft.ro/index-en.html and includes dictionaries for
most European languages, including some medical, technical, and
proverb dictionaries.
The Internet Dictionary Project offers the IDP companion to access IDP
Dictionary files, which are available to download for free at
http://www.june29.com/IDP/IDPfiles.html from English to French,
Spanish, Latin, German, Italian, and Portuguese.
MakeDict is intended to accompany a Dictionary program that is
primarily oriented toward Palm and PocketPC devices. You can download
Dictionary for a Palm or PocketPC handheld for $18, while the MakeDict
program for Windows is totally free. I counted over 125 dictionaries
available, and the list should expand as long as users continue to
create and submit new dictionaries. An added feature of the MakeDict
software is the ability to create, import, or merge dictionaries.

Babylon-Pro offers 25 professional dictionaries in 13 languages plus
conjugation, unit conversion, and an add-on feature that works with
text-to-speech capability to pronounce words for you. A 30-day free
trial is available and after that, the software costs $49.50 for the
latest version or $24.50 a year for an annual subscription. See

Ultralingua is a shareware program - a free 20-day trial of each
dictionary is available at http://www.ultralingua.com/en/download.html
and the dictionaries cost $29.95 each to purchase ($23.95 each if you
purchase 4 or more). Ultralingua provides both single-language
dictionaries (some with complete verb conjugations), as well as
two-language translation dictionaries in various combinations of
French, English, Spanish, German, Italian, Portuguese, and Latin.
Each dictionary contains approximately 300,000 words, and smaller
versions are available for use on handheld devices with limited hard
drive space.
I'm sure there are innumerable options if you are willing to pay
enough money for downloadable translation dictionaries, so I will
leave it to freeware and shareware unless you would prefer additional
results.
