I am starting up a PPC-like company where there will be advertisers
and publishers.  In the future I plan to take advertisements from the
advertisers on a PPC system and publish them to my publishers.  To get
things off the ground, I will need a PPC company that is able to allow
me to use their PPC Keyword database somehow, so that I can serve
their ads temporarily or permanently on my publisher network.  I will
also need to be able to serve the ads in my chosen format.

The reason for doing so is because I need to get publishers before I
can attract my own advertisers.  And without advertisers at first its
difficult to get publishers.  So to break the vicious circle, I was
planning to serve another companies ads in my network, just to "get
the ball rolling".

Any ideas or suggestions would be greatly appreciated!
