Victory" which is a website dedicated to help with local elected
officials. Their introduction states "Local Victory has the tools and
information you need to succeed in local politics. Whether you are an
elected official, party leader, campaign manager, volunteer, or local
activist, Local Victory can help you grow, prosper, and win. This site
contains articles, tips, and advice on all aspects of local
campaigning and is updated regularly, so check back often for the
latest features and information."
In addition, they offer a free newsletter and a large archive of
campaign related articles. The articles listed in the archives on

to assist in campaigns. I also found a link to a book "How to Run for
Local Office" which seemed to encompass a lot of information on local
mayoral political strategies. It sells for $19.95. The author is
Robert J. Thomas and his bio states:
"...When Robert decided to run for Mayor, he had no political
experience or background. He had no money or support, and he was
facing one of the strongest political machines in the City's history.
Most people thought of him as just a "city worker" and, therefore, had
no real chance of winning. Robert thought otherwise.
"He painstakingly and methodically put together a campaign strategy

Another book, "Winning Elections at Grassroots" was offered for sale
at Local Victory. Its summary stated:

Either of the books may be of interest to your knowledge base. Also,
by familiarizing yourself with the U. S. Mayors website, you may get
an advantage over a candidate. There is also a free article from a UK
site titled "Positive Innovative Campaigning" and it gave many good
ideas which may be of use to you.
I will continue to search for a free and full printed strategy from A
to Z online but it seems not to be the type of info shared freely.
The books above seem to include everything from soup to nuts, so I
would suggest looking for them at your local library (request if the
state library system has a copy if you don't see it on the shelves).

Greetings again. I have emails out to the authors of the two books I
mentioned in my answer to see if their books contain electoral program
information. Then, taking a different tact, I went to an online
translator and translated the word "mayor" and the phrase "electoral
program" into German, French and Italian. After doing that, I then
entered the phrase in each language into the Google search engine.

population of the cities of the above candidates but the information
should be available in Europe. I must note that I am surprised there
are not more electoral programs for the United States but perhaps
candidates here guard that information very closely.

I have received an answer concerning the contents of all three of the
books listed on the Local Victory web site. Joe Garecht, founder of
Local Victory, said all three of the books are universal in what they
offer and contain information applicable to mayoral elections, however
none contain a complete electoral program.
Garecht did state that Local Victory offers consulting services, and
that one of his specialities was big city elections. He stated he
would be happy to design a program to fit a particular race. He said
that an electoral program depended on many criteria including
location, issues, timeframe, opposition, electorate mood and other
races on the ballot.
Garecht's bio on the Local Victory web site reads:
"Local Victory was founded in 2001 by Joe Garecht. Joe holds a
bachelor's degree in Political Science from Rutgers University in New
Jersey, and has spent most of his life working in local Republican
politics in the Philadelphia area. He has coordinated all aspects of
local campaigns, from message and strategy to literature drops and
canvassing.
Before starting Local Victory, Joe served as the budget director of
the National Republican Senatorial Committee, where he coordinated
state and national campaign finance issues. Prior to working for the
NRSC, Joe served on the staff of the 2000 Republican National
Convention. Joe Garecht is a graduate of the Republican National

Although I find many organizations and part electoral programs of U.
S. concerns, it seems the actual U. S. mayor electoral programs are
not available on the web. Armed with your new request information, I
searched the following on Google:
seattle mayor "electoral program"
san francisco mayor "electoral program"
I searched other large cities as well but, unfortunately, I found only
news stories with a slight mention of the phrase "electoral program",
party programs or persons named Francisco. But no mayors. I would
suggest you contact a U.S. political consultant for that information
since one may infer from my lack of findings in that area that U. S.
electoral programs are highly guarded political documents or, at
least, no one has been interested enough to put one online. Good luck
in your quest and I hope the research I provided, and that it brings
to you many fresh ideas.
