Scenario:
One of our plant managers will be sent to a sister company in
Bulgaria for a period of three years. Write an expatriation plan for this employee.

Hello again supermom40-ga,

I?ve been working on your question and I?ve discovered that there
aren?t any sample expatriation plans readily available. Instead, here
are the resources that I could provide for you before your 3:00 p.m.
deadline.

I can provide you with some/all of these resources:

1) Several outlines in diagram or summary form explaining the steps
involved in employee expatriation. Many of these are offered by
consulting or relocation companies specializing in this field.

2) Names of consulting or relocation companies who offer
expatriation/repatriation services for international assignments.

3) A couple of books that seem to have worksheets or other detailed
guidance for handling employee relocation and/or international
assignment.

4) Several web sites/portals dedicated to helping expat employees with
all the issues they?re likely to encounter in the full cycle of an
international assignment.

5) Several articles about how to prepare employees or how to prepare
as an individual for an expat assignment.

I would need to know the departure and destination points for the
employee to select some of the above resources. You said the employee
is going to a ?sister company in Bulgaria.? Are they going to Sofia or
some other city? What is their departure point and is this a temporary
or permanent reassignment? How long are they expected to be in
Bulgaria and where are they going next? Are you anticipating eventual
repatriation?

As you can see, this is a very complex subject and there is very
limited time to get you some useful information. Please let me know
how to proceed. Thanks.

I still have some time, The departure is New York City, to Sophia,
Bulgaria.  This managers stay will be for three years and then return
to New York City.  Your help is gravely needed.

There is a tremendous amount of information on this topic. As I said
in my clarification, there are a variety of approaches I could take in
answering you. Please tell me what kind of espatriation plan you're
using now and how you want to improve on it. Also, please give me some
guidelines as to what kind of information is most important to you.

I don't think I will be able to find a detailed sample plans but I
will be able to provide you with overviews and summaries of the
categories of actions that need to be considered when sending an
employee on an international assignment. I'd like to focus my research
on the issues that matter to you.

This is scenario--- I can pretty much go with anything I please. The
point of this is to create a plan (there is no plan as of now). 
Basically, I need to put the important facts together. What are the
most important facts to this type of plan???

when you first post it so we can tell what we're dealing with and skip
the lengthy clarification process.

An "expatriation plan".  I expect that you want a plan matters to be
arranged for the manager moving to Bulgaria.  I cannot write it, but
in light of the time constraint maybe a researcher would be helped by
suggestions of what should be covered:

Bulgarian visa for the period, or preferably longer (also for family members)
Bulgarian work permit
Housing:  definition of financial limits and manner of paying (to
avoid becoming a part of salary, if possible)
Salary and benefits program:  expatriates sometimes get a bonus for
the inconveniences of living in remote places, although in some areas
this can be satisfied by the cheaper cost of living
How salary will be paid:  partly by Bulgarian company, maybe the
portion equivalent to what a Bulgarian would be paid, rest by parent
company to a US account (which MIGHT not be subject to Bulgarian tax.)
Health coverage for manager and family: insurance, identification of
adequate facilities, in Bulgaria or elsewhere
Paid transport for moving
Vacation transportation costs for visits to USA (?), how often for
family, manager's can be business travel.
Automobile (with driver?.  Becoming involved as a driver in an
accident can be a good deal more of a hassle in some countries)
Security:  personal, residence, ..., emergency plan: register with US
embassy, contact with US expatriate community, where to go if
necessary (other city in Europe with a sister company, perhaps)
Schooling for children, also costs
Language training (mabe not considered necessary, but enhances respect
by local employees, and self respect, and comfort in the country) 
Crash course before arriving; 7-8am daily individual tutoring

Well, that's a start, maybe it will suggest other points.  Some of the
above may not be applicable (re family), but if the family is also
going abroad, it is very important to include them in the plan.  The
manager has his job as an "anchor" for his activity;  the wife/mother
(and children) do not.  It may be best for him to start alone and find
quarters and get oriented before they arrive.  Otherwise the wife will
be having to do much of that on her own.

The more the whole plan can be settled in advance  - at least, the
points raised if not settled -  the better, to avoid friction with
head office.

I hope you can get another extension to allow Czh-ga to post her answer.
The price of the answer and additional day or two will  - I believe -
end up saving much effort and time and probably money for the company
by its and the individual's having information from sources
experienced with the whole matter.
