An "expatriation plan". I expect that you want a plan matters to be
arranged for the manager moving to Bulgaria. I cannot write it, but
in light of the time constraint maybe a researcher would be helped by
suggestions of what should be covered:
Bulgarian visa for the period, or preferably longer (also for family members)
Bulgarian work permit
Housing: definition of financial limits and manner of paying (to
avoid becoming a part of salary, if possible)
Salary and benefits program: expatriates sometimes get a bonus for
the inconveniences of living in remote places, although in some areas
this can be satisfied by the cheaper cost of living
How salary will be paid: partly by Bulgarian company, maybe the
portion equivalent to what a Bulgarian would be paid, rest by parent
company to a US account (which MIGHT not be subject to Bulgarian tax.)
Health coverage for manager and family: insurance, identification of
adequate facilities, in Bulgaria or elsewhere
Paid transport for moving
Vacation transportation costs for visits to USA (?), how often for
family, manager's can be business travel.
Automobile (with driver?. Becoming involved as a driver in an
accident can be a good deal more of a hassle in some countries)
Security: personal, residence, ..., emergency plan: register with US
embassy, contact with US expatriate community, where to go if
necessary (other city in Europe with a sister company, perhaps)
Schooling for children, also costs
Language training (mabe not considered necessary, but enhances respect
by local employees, and self respect, and comfort in the country)
Crash course before arriving; 7-8am daily individual tutoring
Well, that's a start, maybe it will suggest other points. Some of the
above may not be applicable (re family), but if the family is also
going abroad, it is very important to include them in the plan. The
manager has his job as an "anchor" for his activity; the wife/mother
(and children) do not. It may be best for him to start alone and find
quarters and get oriented before they arrive. Otherwise the wife will
be having to do much of that on her own.
The more the whole plan can be settled in advance - at least, the
points raised if not settled - the better, to avoid friction with
head office.
