If you go to http://products.mmm.com/usenglish/util_telecom/electrical_contractors.jhtml?powurl=KKGBNKSVXFgeGSBCDFDZ1ZgeGST1T4S9TCgv
and look at the source code you will notice the keyword phrase "wire
managment" about 80 times.

apparently, 3M references image sources like this: src="3M Electrical
Solutions Online Product Catalog  Wire
Management_files/button_global_about.gif" but the actual link resolves
to http://products.mmm.com/usenglish/images/button_global_about.gif

How did they do that?  Can I do the same thing if I don't have control
of my server?  Can I add some sort of metatag to redefine my sources
so I can get the keyword phrase in?

Which browser & text editor are you using? - I use IE6 and Notepad and
I only see links like:

/usenglish/images/button_global_contact.gif

Download the file to your local machine first then look at it.

I am using Macromedia dreamweaver 4.0 to read it. IE to view it.

This is not how IBM originally created their page.  The effect that
you saw is a result of you saving the file through Internet Explorer. 
When you select File->Save As in Internet Explorer and choose the "Web
Page, Complete" Option, Internet Explorer will automatically save all
the relevant image files into a folder called Page_Title_files and
change the source code so that all image tags point to local sources.
If you go directly to
http://products.mmm.com/usenglish/util_telecom/electrical_contractors.jhtml?powurl=KKGBNKSVXFgeGSBCDFDZ1ZgeGST1T4S9TCgv
and choose View->Source, you'll see that their HTML code is relatively
normal.
To save files in Internet Explorer in their original, choose
File->Save As and choose "Web Page, HTML Only" for "Save as Type"

If you'd like to have your keywords in your page, you can create a
folder named My_Keywords and put all your images in there and then the
effect would be the same as what you saw in IBM's case.

IBM is an established company, thus many people do link to them. 
Google uses an algorithm known as PageRank, which calculates the
number of pages on the Internet that links to a particular page to
determine its popularity.  So, to make your page more popular on
Google, the best technique is to create an informative page that
people would want to link to.

That was it.  Thanks for clearing that up.  Any ideas how they get
such high page ranking?
