Do you have, or have access to standard lab equipment? i.e. autoclave,
centrifuges, -80 freezer etc.

Centrifuge
Vortexer
hot plate
thermometer
fume hood
culture incubator
uv lamp
water purifier (if you aren't in a lab facility that supplies deionized water)
microscope
Fridge, Freezer (-4, -80)
micropipetters (P10, 20, 100, 1000)
pH meter
microgram balance
lab oven
autoclave
electrophoresis power supply and sundry accessories
cryogenic equiptment
alcohol burner (I'm assuming you don't have access to gas)
and of course no lab could be complete without a waring blender.

So I'd say that probably covers the basics in terms of general lab equiptment.

On to cell culture specific...
Culture media
Coated plates, dishes, flasks
inoculating loops, needles, spreaders
slides
cell tubes

plus your basic lab chemical needs and glassware needs.

if you check out sigmaaldrich.com, they have a good set of product
descriptors for lab start up.

Same with fisherscientific.

I'm not going to even try to give a detailed breakdown of the above,
but daigger sells all of the equiptment. I'd estimate 10k-15k in
terms of start up cost. In terms of space, that you don't need to
much of, so long as you can move around and have an area dedicated to
your lab and only your lab, I'd say a 100sq ft room would do the
trick.

As I said, thats my quick and dirty estimate for you. Lab startup
isn't easy or cheap.

Once again I'm going to have to agree with mikewa. The cost of the -80
alone could put you at 10,000 add the other equipment (30K for the
autoclave, 1-10K for the centrifuge...) In addition to pforcelli's
list you'll most certainly need a laminar flow hood (not a minor
expense). When we set up our facility we met with some very helpful
representatives from VWR, who were more than willing to compile a
complete list. Perhap you could contact them.
