How are nanomaterials produced? Are they ball milled? or are they
reduced in size chemically? How would I reduce alumina to nano
material size?

Looks to be a combination of crystal growing, milling and chemical treatment:

You might want to contact Altair regarding nano-alumina production.

The question was, if I start with a regular alumina powder, what are
the processes to get it to a nano sized particle powder or solution.
What are the steps ( specific ball milling, specific chemical
treatment, etc...).

Alumina nanoparticles are not typically formed by crushing large
pieces of alumina into smaller ones. They are formed by performing
chemical reactions on molecular aluminum compounds to cause them to
coalesce into nanoparticles.

"Fumed alumina nanoparticles are produced in high temperature
hydrogen-air flames and are used in several applications that involve
products of every day use."
