Can a person listed in ChexSystem's database be removed from the list
completely as per the FDCPA (Fair Debt Collection Practices Act)?

I should include in my question that the answer might also be found in
the FCRA (Fair Credit Reporting Act) or the Privacy Act.

I don't know about that, but I will give you a tip if your having a
problem getting a bank account.  Most people don't know about this,
but if you incorporate in your state (or any state really I suppose)
you can walk right into the bank and pick up a bank account. Sure it's
costs money (you can buy them pretty cheap now online) and you have to
do some different tax reporting but it still works for getting an
account.

Just a tip.
