I'm looking for the URL of one specific site I once ran across: It is
a site like eLance that lets you specify a project and have
freelancers design it for you.

The key to this site is that it worked like this:
1. Post your specification (for a logo, Web site, artwork, etc)
2. The freelance designers would post their creations to a forum-like
page, where you could see all the designs and choose the best
3. You would pay the designer of the final design that you chose

In other words, unlike eLance and other similar sites, on this site
you can actually see multiple designers' proposals *before* you choose
the best.

Sounds too good to be true! But a great idea that takes the guesswork
out of hiring a designer. On this site www.sitestogo.biz you can build
a website using simple design tools or have it designed for you, you
pay only if you are happy with the end result.

upfront with everything!
