As once President, and now Treasurer of a Homeowners Association
for a group of condos, I'm not sure your question can be answered
as asked. There are simply too many variables:
How many units are in the Association?
What part of the country are the luxury waterfront condos in?
Are they lakeside or oceanfront?
What expenses are included in the fees? Groundskeeping and
Routine Maintenance, certainly, but does the fee include the
water bill or electric bill for all the units, or are they
all billed separately? How extensive are the grounds, and
what kind of landscaping do they have? Is the landscape one
that's designed for low maintenance and minimal water use,
or not? Is the lighting designed for low electrical use and
with long-lasting bulbs, or not? Does maintenance and repair
extend to private and enclosed areas of the condos, or only
the publicly accessible areas. Does it include maintenance
and repair of each unit's roof, or no?
Perhaps most importantly, are the maintenance and financial
responsibilities sub-contracted out to another company, or
do the owners themselves meet and make decisions about how
the fees are levied and spent. If it's subcontracted, there's
less likelihood that there will be the kind of oversight that
results in fees being lowered when the need for them to remain
high no longer exists.
If you're able to narrow down the specific parameters somewhat,
it may assist researchers in locating a useful answer.
