The I-130 instructions states that applicants (the U.s citizen) who
live abroad should file in the consulate or embassy with jurisdiction.

The people in the Israeli consulate didnt take it and refer me to the
States USCIS office, but it seems erronous.

Does anyoune realy know who should I send the application and the checque?

WHERE SHOULD A FAMILY MEMBER SUBMIT A PETITION? 


American citizens residing in Jerusalem or the West Bank may submit
petitions at the Consulate in Jerusalem for their spouses or children
under 21 years of age.

Other immediate family members must petition in the United States at
the nearest USCIS (U.S. Citizenship and Immigration Services) office.


WHEN CAN A FAMILY MEMBER SUBMIT A PETITION? 


New petitions are accepted at the Consulate on Tuesdays, between the
hours of 8:30 and 10:30.
The American citizen petitioner and all non-American beneficiaries
must be present when the petition(s) is submitted.

I Do not leave in Jerusalem, and my daughter is married and over 21. 

Does it mean I have to travel to the US to file I-30 for her? Where
exactly do I need to go in the US? DOes she need to be present when I
file?

I need to know as Im planing a trip this summer..

Can you tell me where in Israel you live? Are you the US Citizen that
is filing the I-130? If you're not in Israel, where are you? Where
does the person you are FILING FOR live? Also, just to confirm, the US
Citizen is an immediate relative (son, daughter, wife, husband,
parents) of the person to whom you are filing the I-130?

Hi Tshuva,

You have not said where you live, nor where your daughter lives,  We
are assuing you are in Israel and thus would be within the
jurisdiction of the Tel Avis US Embassy, or if you live in Jerusalem
or the West Bank, in that if the Consulate in Jerusalem.

You seem to be very well acquainted with the visa regulations and
procedures, but I included the following sites here again anyway.
There seems to be no question from them that the application can/must
be made in Israel (if that is the jurisdiction), especially since the
physical presense of applicant and beneficiary is required.
I hope that the person who turned you away was just having a bad day
or was not conversant with visa matters.

Oh, somewhere I saw that the application now costs $ 380, which may
include the electronic fingerprinting fee of $ 70 and a $ 45 fee for
forwarding the application.
