On the latter one, there are many, many questions and answers related
to US citizens buying homes in Canada, and to matters of tax, legal
requirements, etc. As to official sites: the US Consular staff
posting site for Canada just mentions that some staff prefer to buy
homes; A Canadian govt paper on land use only mentions nonresident in
connection with statements about there being no nonresident
requirements.
In light of all I have read in the above, it seems unlikely - and
logical - that "official sites" are not a source "regarding the
procedures
and legal requirements for Americans buying second homes in Canada",
since these are virtually the same as for residents, and also not
subject to govt involvement, beyond paying taxes and the usual legal
matters relating to home purchase.
