I'm going to include as much information as I possibly can because I
asked this question before and got no sort of response. Anywhere I've
mentioned Sir Robert Ford - that is WRONG - his banner is similar to
the one I'm looking for (in that it has the cat/crown/quill combo) but
is not the image I'm after.
Good luck! I'll really appreciate any help you can offer.

OK, so a while ago (maybe a year ago) there was a travel show on TV
and they went around the college of arms or some place in England.
There were banners hanging on the ceiling. I think they were for the
Order of the Garter. There was one that had a picture on it that I've
been looking for ever since - it is a black cat, wearing a crown
around his neck, one paw held aloft with a feather pen in it.

I've looked around online as much as I can and can't find anything
anywhere. I went as far as getting in touch with some people at the
College of Arms while I was over there at Christmas, hoping to go by
and see it. I guess the banners are part of some traveling exhibition
though and they aren't there anymore.

Also, I think the banner was in some way associated with the Duke of
Somerset or something something Somerset...

As the College of Arms may have explained to you, the actual
"emblazonment" of the arms is somewhat in the discretion of the
artist, as it is the description of the arms that is recorded, not the
image.

Hi,
If they were the flags of the members of the Order of the Garter and
hanging near the ceiling, it sounds like the St. George's Chapel at
Windsor. Here is a pic:

That could give a short list.  This site has better pics of the of the
flags, but probably can only confirm or disprove this proposal, but it
also gives the names of the members in 2000:

myoarin - that seems like it *might* be right. Looking through the
member list I didn't see anything about Somerset though... I'm pretty
sure this banner was something to do with Somerset. Could there have
been a traveling display of older versions of the banners?

A coat of arms with a quill instead of a more usual item would suggest
to me a modern, new arms for someone knighted for his or her literary
work (not Churchill, he had his own, already).
