I am interested in knowing who owns the "rights" for standardize tests
-  example SAT, PSAT, GRE, GMAT...

- Can I "legally" make copies and distribute these to my students? Can
I make copies from any publishers guide?
- Can I post them in part or full on my student group website?  
- If I have to take permission, where do I go about and how? 
- Are these tests already available in electronic format somewhere
that I can buy for my students to publish on website?

Educational Testing Service (ETS) owns the copyrights for the tests
you listed.  For a complete list of their tests, see "Complete Test
Directory" ETS (2005) http://www.ets.org/tests/index.html.

You will have to contact ETS to receive permission to use any of their
copyrighted materials in any way.  Please note that they state they
will not grant permission to publish materials on a website:
"Permission requests to use ETS copyrighted materials on the worldwide
web will not be granted."  For details and a permission request form,
see "Copyright Use" ETS (2005)
http://www.ets.org/legal/copyright.html.  They also have a telephone
number you can call with licensing questions: 609-734-1520.

Details about licensing terms for GRE materials are found at "GREŽ
Licensing Policy" ETS (2005) http://www.ets.org/legal/grepolicy.html.

Some of the clarification we need: 

Are the individual questions and answers in a test copyrighted? 
I understand the test as a whole is copyrighted... But the individual
questions has been there in hundreds of text books all around the
globe? Do I need to take permission to enter these individual
questions (suppose in random order) on the website?

What about SAT and other tests that are not controlled by ETS? 


If ETS does not grant permission for internet, how do I get so much
information about ETS tests on internet on different websites?

Based on their licensing policy for the GRE, individual questions are copyrighted.

ETS does control the SAT.  What other tests are you referring to?

You will have to ask ETS about their Internet licensing policies.  It
may be possible that there is considerable copyright infringement
occurring.
