simple. Who has beat who more. They play each other at least twice a
year. Who has won more throughout the years and what have all the
scores been?

Try this web site which provides the entire history of the NFL, from
rosters to game outcomes. The Cleveland Browns moved into the NFL in
1950 from a rival
league that went out of business. They replaced the Cleveland Rams
which had moved to LA. The Browns were a team coached by innovative
owner/coach Paul Brown, and with a roster of standouts. The Steelers
were a founding NFL team that historically had little success until
the post-merger era in the 1970's. Just a guess that the Browns have
been competetive throughout their history, while the Steelers have
not.
