I was told that while designing my website I may use up to 30 seconds
of any song for my flash page and I am not infringing.  If I go over
30 seconds then I am in violation and would have to pay.  Is this true
& how does this also effect a movie or video clip?  Is that also
useable for up to 30 seconds at no copyright infringements?

This site about the best idea of  "fair use". It seems to depend on
what you use the site for. I would say that if you use any form of
media to make money you need to have permission. If its a personal
site maybe not unluss you start to ge t the attention of large masses
of people.

Using any amount of music is copyright infringement. Whether or not
the music industry comes after you, is as mistajonez states, based on
the volume your site brings in.

If you go to http://www.copyright.gov/carp/webcasting_rates_final.html
and do a search (Ctrl + F) for "30 seconds" you'll find that webmaster
did request that Copyright Arbitration Royalty Panel give them a 30
second or less freebie for music but that request was denied. The
Chart found on the first page does list different charges...hope that
helps.
