In major league baseball history, what is the most times a certain
batter has faced a certain pitcher? This should include all plate
appearances (walks, HBP, etc.), no just at-bats. Who was the batter?
Who was the pitcher? What where the results and dates?

Also, the same question for players who played at least one season
from 1990 to present.

the most for any two players?

I would like to rephrase the question:

Who has the most plate appearances against whom? What's the total
result (don't need individual AB's): strike-outs, HR, etc. When did
they first meet? When did they last meet?

Same question for players in the 1990s to present.
